LUMAGDA si Department of Budget and Management (DBM) Secretary Amenah “Mina” Pangandaman, kasama ang iba pang opisyal ng gobyerno, sa Joint Memorandum Circular (JMC) na nagtatatag sa Public Utilities for Local Water Supply and Sanitation Services (PU-LWSSS). Itinatakda ng JMC ang guidelines para sa mga Local Government Units (LGUs) upang lumikha ng financially viable at self-sustaining water at sanitation utilities para sa pagpapabuti ng efficiency at reliability ng mga LGU-operated system.
Sa kanya mensahe, binigyang-diin ni Sec. Mina ang kahalagahan ng JMC sa pagkakaroon ng access sa malinis na tubig at sanitation para sa lahat ng Pilipino. “We understand that the provision of a clean water supply and effective sanitation services is paramount to the health, dignity, and prosperity of our communities. They are more than just a matter of comfort and convenience; they are fundamental basic human rights,” pahayag ng Kalihim.
Binigyang-diin din niya ang pangako ng administrasyon para sa universal access sa safe water and sanitation, na naaayon sa United Nations Sustainable Development Goals (SDGs). Nagbigay siya ng halimbawa ng ilang inisyatiba na sumasalamin sa dedikasyong ito, kabilang na ang alokasyon ng mahigit P17 bilyon para sa ligtas na water supply at sanitation projects.
Ipinunto din niya ang kahalagahan ng Mandanas-Garcia Ruling sa pagpapataas ng pondo sa pamamagitan ng Growth and Equity Fund. “The Growth and Equity Fund will support viable water supply projects for LGUs,” paliwanag niya.
Dagdag pa dito, tinalakay din ni Sec. Mina ang convergence budgeting initiative ng NEDA, na nagbibigay ng strategic framework para sa water resource management, at ikinasiya ang pagsama ng probisyon sa gender at inclusivity sa nasabing joint circular.
Alinsunod sa adbokasiya ng Open Government Partnership, binanggit din niya ang P1 bilyong budget sa ilalim ng Local Government Support Fund upang makapagbigay ng ligtas na tubig sa mga komunidad na kulang sa serbisyo, sa pakikipag-ugnayan sa civil society organizations (CSOs).
Muling pinagtibay ni Secretary Mina ang nagkakaisang pangako ng DBM, kasama ang mga concerned agency, local government units, at mga partner stakeholder, upang makamit ang isa sa mga Sustainable Development Goals ng United Nations: ang pagtiyak ng universal access sa safely managed water supply and sanitation services pagsapit ng 2030. Ang layuning ito ay naaayon sa Philippine Water Supply and Sanitation Master Plan, gayundin sa Philippine Development Plan 2023-2028.
Sinusuportahan din ng JMC ang mga layunin ng Philippine Water Supply and Sanitation Master Plan (PWSSMP) at ng Integrated Water Resources Master Plan ng DENR-WRMO, na nakatuon sa clustering ng mga sistema ng tubig na pinapatakbo ng LGU upang itaguyod ang economies of scale at mapahusay ang financial sustainability.
Inulit ni Sec. Pangandaman ang pangako ng DBM sa pagbibigay ng fiscal at technical support para sa pagtatatag ng mga local economic enterprises (LEEs) para sa water supply at sanitation. “As I would always emphasize, sustainability is key to our Agenda for Prosperity. This is our promise to the Filipino people, especially the future generations,” kanyang pagtatapos.
Kasama sa mga key signatories ng JMC mula sa mga concerned agencies sina Department of Environment and Natural Resources Secretary Antonia Yulo-Loyzaga, Department of the Interior and Local Government Secretary Benjamin “Benhur” Abalos Jr., National Economic and Development Authority Secretary Arsenio Balisacan, at Department of Finance-Bureau of Local Government Finance Director Brenda Miranda.
Kasama din bilang representatives mula sa DBM sina Undersecretary Wilford Wong at Local Government and Regional Coordination Bureau Director Ryan Lita.
